Usually behind the eye headaches are sinus headaches. So treat the sinus, and the headaches might improve. If you've tried OTC antihistaminics and saline flushes and they haven't improved your sinus, it's time to see your doctor for prescription medication that could include nasal steroids. If medication fails an ENT could help you and provide surgical solutions.
