Possible: Blood pressure is responsive to weight, exercise and diet. So if you typically gain weight in winter, are less active and eat more food, one can imagine it may be higher in winter. Stress and mood may affect blood pressure as well. If your mood is better in other seasons, then that may affect it as well.
