Probably nothing: the tibia (and bones in general) aren't perfectly smooth and can have some irregularities. Often times bones can get "bumps" on the from an inflammation of the periosteum or the thin layer of "bone skin" that covers each bone. It is likely that the bump on your tibia was from a minor trauma and the skin elevated off the bone collecting blood which in turn transforms into bone tissue.
