Variable rash: That sounds like it could be hives, which are usually allergic but can sometimes be related to a viral infection. Most rashes don't move around like that. If they are itchy, you might consider Benadryl (diphenhydramine) to help (if baby is ~ 20 lbs, would be 4ml of standard US benadryl) but if not bothersome, no need to treat. If rash is bothersome, always best to have a provider have a look.
