Sebaceous cyst: Based on your description and the location, you most likely have sebaceous cysts on your scrotum. They are fairly common on the skin of the scrotum. I would recommend seeing your primary care provider first., or a dermatologist if there is one in your town.

Sebum: Sebaceous cysts are very common benign lumps or bumps on the penis or scrotum. They usually resolve on their own. They can be treated at the doctor's office if you'd like. Popping them is absolutely not the correct way to care for this skin condition.
