No: Microalbuminuria is defined as any concentration of micro Albumin > 30. The low ratio is due to the low level of creatinine, not the high level of albumin.

Possibly: It does mean that in that particular urine sample, your child was excreting higher than normal levels of albumin. However, he would need to have his urine tested 2-3 more times in the next few months to confirm the diagnosis, as lots of things (such as exercise) can temporarily increase your excretion of albumin. It is important to follow up with your doctor.
