Yes to daycare!: If the fever is gone , then she should be fine to return to daycare. Stuffy nose may linger for 1-2 weeks but no concerns for spreading serious illness if fever is resolved

Not likely allergy: Agree. Acute onset of symptoms along with fever make allergic cause unlikely.
