Anxiety: You can take it 1/2 to one hour prior. In generally its better no to drink when taking any medications .

Beta blocker : Lowers flood of adrenaline to u'r cells so they don't get overstimulated. It may so be in conjunction with your thyroid disease. Propranolol will have a calming effect for you, but can cause fatigue and lightheadedness. Take it as prescribed but flow u'r blood pressure and heart rate and follow up with u'r doc to provide feedback for them so he/she knows how to proceed.
