What causes a purpuric rash on the top of my arm? it's not painful but the dots are slightly raised.

Few different causes: Different things possible from low platelets, to local allergic reaction to infections. I suggest seeing a doc to get a CBC-which checks u'r White/ Red blood cells and u'r platelets l. If h are having fatigue too with other vague symptoms then a more detailed workup may be required.
