Do i have a small head or small brain if small hat size?

Good things small Pk: There are always people at both end of the size spectrum from small to large head size such that 3% or so fall into either group. The size of the brain does not always equate to brain power & actually some big headed folks have brain abnormalities that made them that way. Your basic answer is your genes put all the proper parts in an appropriate sized brain & skull for your needs & both are small.
