Maybe,maybe not: There are people with smaller heads that will have normal intellectual function and a normal brain.There are also disorders of brain development, where the skull does not grow larger because the brain is not growing normally, and thus no stimulation is present to grow larger. Proper evaluation of the patient determines which applies.
