Yes: It is not common, but no doctor is REQUIRED to prescribe anything for anybody that they don't think is appropriate. Smoking alters metabolism of many drugs, and smokers are at higher risk to abuse controlled substances as well. You have the right to change doctors, and if this doctor is in a larger group, you can complain to the organization, to the county/state medical society. Or- QUIT SMOKING.
