Yes: An eye doctor cannot be forced to prescribe you contact lenses whether they have power in them or are colored or not.

Yes: Not everyone should wear contact lenses. A certain level of responsibility is required in addition to making sure the eyes aren't too dry and that they fit appropriately. Otherwise serious damage can occur to the eyes, especially if an infection occurs.
