No, not necessarily: You are correct that unprotected sex is likely not as risky as unprotected anal or vaginal sex when it comes to HIV transmission. Pre-Exposure Prophylaxis (PrEP) may reduce your risk of HIV infection significantly, but not 100%. Thus, it is difficult to say with 100% confidence that it is safe to go ahead and have unprotected oral sex as there is likely still a very small chance of getting HIV.
