Could you still have appendicitis if your ct scan and blood work both came back normal?

Possible: Very early appendicitis can look normal on CT and have normal white count. If the pain persists or gets worse, go back to your doctor or hospital and get rechecked.

Yes but highly: unlikely. Other causes of pain are much more likely. If pain persists, work with your doctor to investigate other causes. There are 100's of other causes of pain that mimic appendicitis.
