Impacted tooth: If it is impacted it should come out and the sooner the better. I'm not sure of the type of dentistry available to you in your area, but here in the US, Oral Surgeons and many dentists can and do remove impacted teeth even if not fully or partially erupted all the time. Research other dentists who might be able to do the same.

See an oral surgeon: for second opinion. Wisdom teeth complete their eruption around age 18, you are 28 already. The scientific evidence supporting the routine prophylactic extraction of wisdom teeth, especially symptomatic wisdom teeth (pain, swelling, etc) like in your case. See an oral surgeon for unbiased opinion and treatment if needed.. No need to suffering.

Timing: Depending upon the severity of the impaction- bone, soft tissue, both...angle of the tooth, root formation/development- may want to have another opinion. If the area is causing discomfort, get another opinion. You may need to get out now.
