Can tmj (tmd) cause dizziness while eating?

No: It indicates that you have underlying inner ear pathology. It is probably inner ear movements during chewing that cause dizziness. Most likely same dizziness also occurs with quick head shaking or bending and getting up.

Yes: A sense of imbalance can occur with TMJ symptoms. True vertigo (spinning room) much less likely.
