Mother has it: Rubella can only reach a baby in the womb if it travels there through mothers blood. If the mom was immunized or had it as a kid, she will never have rubella enter her blood. If she did not, she could be exposed to anyone with it and get the disease. During mothers illness, which is usually mild, the germ enters baby and cause permanent damage.
