You can tell: your sister how this impacts you but you can't change other people's behavior. Although it is not considered socially acceptable - it is a fairly harmless behavior. Ultimately it will be her decision.

Habits: It may be difficult for you, as the other sibling, to change your sister's habits. You are not the person she is most likely to listen to. Natural consequences are usually the most effective method of changing behaviors. Other people will probably tell her or give her a look which will help her understand it isn't socially appropriate. It's not really your job.
