Varies: That answer varies state to state, even city to city. It depends on who the reporter is (doctors, hospitals etc.. Get priority if they report something), depends on the severity of the incident, depends on the vulnerability of the person involved. If you are ever concerned someone is in imminent danger, it is actually advised to call police as well because they can go immediately and check.
