How do snri's help anxiety if they increase norepinphrine ? wouldn't the increase cause more anxiety since high levels of it can cause anxiety ?

How do SNRI's work: No one knows for sure how SNRIs work. Hypothetically they help reduce anxiety and relieve depression due to their dual effects on norepinephrine and serotonin. Each person can respond differently to this agent and I always recommend getting psychotherapy when taking meds like SNRIs.

Good thoughts!: Right about norepi rise with snri's. Some patients may indeed fell more anxious - however the majority feel less depressed and anxious - if you are experiencing more anxiety speak with your doctor. In fact we do use snri's for treatment of Generalized Anxiety disorder and panic disorder.
