Approximately 10: The general thought process is that low frequency, high weight exercises build bulky, anaerobic type muscles while high repetition, low weight exercises build a slimmer frame. Like comparing a sprinter with a long distance runner. So in general, 3sets of 10 reps at high weight is the traditional approach to "strength" lifting. There is more to it, but just as a generalization.
