Not usually...: Phobias are a highly anxious avoidance of something--a place, situation, object. Philias are over-the-top attractions to something, usually body parts, exhibitionism, frotteurism, sexual masochism, children, to name some. They seem like two completely different animals. What do you mean linked?

Seem opposite, but: People can generate contradictory thoughts, feelings and behaviors. Internal conflicts are made of this. You don't say what you'd both be strongly drawn to and frightened of. But whatever, the very strength of your attraction can be scary. Or, curiosity about a thing that you fear can become an obsessive attraction. So, find a good talk therapist to unravel this and other confusions to free you.
