Swollen abdomen: Tumors of the bowel in todlers are very rare. The most common cause woul be intussuception where one loop of bowel invaginates into the other producing obstruction. Here the abdomen would dilate and vomiting ensue. Can be seen on a scan of the abdomen. Chronic constipation would be rare and easily relieved by gentle enema.

Distention, vomiting: Most toddlers stool every day but can go several days. If stool is hard, it hurts when the child stools and so may 'stool hoard', especially during toilet training time. It is unlikely to be an obstruction. This is very common and i would suggest you talk with your pediatrician. Although there are causes for obstruction, they ae much less common than what i mentioned above.
