Raynaud's?: Raynaud's disease vs phenomenon are amongst the possibilities, however the fingers look normal. With either of these conditions the fingers would be expected to be cyanotic (blue) or have pallor (pale). Your sister should see a doctor and have this evaluated.

Cold induced: tingling and numbness may be a sign of Raynauds which can occur by itself or associated with many different diagnoses. Your sister should speak with her PCP who might do bloodwork to check her thyroid, or look for inflammatory markers to start. Often there is no immediate explanation but it bears investigation.
