Likely not.: Without x-rays (sometimes with them) it is difficult to determine if there is a bony fracture. A "break" or fracture can run the gamut from a very subtle 'crack' with no deformity to a complex injury with multiple bony fragments and open wound. Compare it to dropping a plate - it may crack without breaking in two or it may shatter in many pieces. Bone "breaks" have a similar range of complexity.

Probably not.: This is a sprain of the pip joint or middle knuckle of the finger. As long as it moves normally and does not appear crooked, it unlikely to be broken. Pip joint injuries are notorious for being painful and swollen. Ice and otc nsaid's (lbuprofen, motrin, advil, (ibuprofen) rtc.) will be helpful. It is also important to maintain your range of motion(rom), because stiffness is a difficult to treat.

Maybe: Anytime a joint stays painful and swollen after a couple of days after the injury i would recommend an x-ray.
