Probably not: Weight lifting increases muscle mass, which increases body weight. A big muscle does not necessarily make a fast muscle. Light weight lifting can be used to "tone" musculature, but if taken too far, the extra muscle mass might reduce speed. For increased speed, the best exercises are cross-training, sprinting and endurance running.
