Not Enough: In order to lose one pound you must burn 3500 calories. A 200 (pyrethins and piperonyl butoxide) pound person will burn about 240 calories in 20 minutes riding a bike at a speed of 12-14 mph. Doing this every day will cause you to lose weight at a safe rate but not at the rate you are hoping for. The one mile run will probably add another 100-200 calories a day.

Not alone: The key to losing weight is a combination of eating less (note; not starvation) and exercising more. Bikeriding is an excellent exercise, both in terms of cardiovascular benefits and low impact. At 188 lbs, 5'3 you may find running difficult on your knees and may wish to start walking first. Combining this with sensible eating habits (may wish to try weight watchers or other group programs)!
