Edema: It is very possible to collect fluid, or edema in this area. Please see your doc to check for abnormal fluid retention issues, thyroid problems. Thx.

Difficult to say: Could be some orbital fat prolapse. Could be an enlarged lacrimal gland. Could be some plugged skin gland. Or it could be some sort of tumor. Have it examined.
