Pinched nerve: The problem appears to be impingement of a nerve or nerve root coming out of the neck. A bulging or herniated disc or a spur could be pressing on the nerve or root. I recommend an evaluation by a neurosurgeon or orthopedic surgeon who will order the appropriate imaging and treatment(traction physical therapy, cortisone injection or pills, pain and/or antiinflammatory medications). Surgery last.

Arm pain: You sound like you have some pains in your arm, and the traveling of such is often indicative of nerve involvement and irritation. Get seen and diagnosed as there sounds like some basic treatment once properly diagnosed will do you well. Best wishes.
