: This suggests a nerve impingement from a spur or bulging intervertebral disc in the the lower neck or upper thoracic spine. An MRI would demonstrate this radiculopathy. Anti-inflammatory meds, soft cervical collar,physical therapy with traction, epidural corticosteroid injections are some treatment options. A neurologist is best to consult.
