Depends: If you have been diagnosed with low testosterone, you need to find out if this is related to a problem with your testicles or your pituitary gland. If the problem is in your testicles, you have no option other than testosterone treatment. If the problem is in the pituitary, you first need to make sure you don't have a tumor causing it. Most people don't. One can then try clomiphene.
