Is singulair (montelukast) effective in treating vasomotor rhinitis?

No: There is no study supporting its efficacy. However it may be helpful for allergic rhinitis (50%) ; especially Aspirin exacerbated rhinitis. A nasal antihistamine may also be helpful for vasomotor rhinitis yet you are apparently not on it.
