Probably not: Allergic rhinitis is an immunological disease caused by mast cell degranulation and the release of mediators of inflammation, especially histamine. I suppose it is possible that mast cell inflammatory mediators could alter blood pressure. Also another possibility is anxiety caused by the presence of severe allergic response. In general most cases of hypertension are not caused by nasal allergy.
