It depends: These fluttering are dangerous if they are persistent and they are called sustained and if you have any structural heart problems, but non sustained without structural heart problem may be benign.

PVC: After the extra beat there is a longer pause until the next beat which is what you feel. In general they aren't dangerous if you are otherwise normal.
