See ENT: Need your ear to be checked for outer or inner ear infection, congestion. You may need ear wash, ear drops and may be steroids. These can be decided after a good ear check to determine the cause.Sooner you get a check up the better the prognosis

See ENT: Yes, see an ENT doctor. I personally do not believe that a topical nasal steroid would improve eustachian tube function. But what is important is that if you have a hearing loss and tinnitus, you need an otoscopic (ear) exam and an audiogram (hearing test).
