Phlegm: The blood tinged mucus may persist for days. As your shortness of breath, fever, and painful respiration improve, the blood in the mucus will soon get better too. Most likely not: Typically at least until the morning of the forth day prior to the anti-biotics clearly working and then even after the mucous releases, the inflammatory walls need to calm down. Not unusual for up to a week. Antibiotics do not kill most bacteria. They impede reproduction so that your immune system can take over. That is why even the right antibiotic still requires a healthy immune system.
