Start with your eye doctor: First. They know the latest, and greatest research going on now for the visually blind. There's even research in which retinal stem cell transplant can restore minimal 'vision', or light/ form perception. Also, there's some new procedure/ implant for retinitis pigmentosa that has an apparatus to increase light reflectivity in the eye. The definition of 'blind' may change in the near future.

Depends: Blind patients are just like the rest of us except they cannot see well or at all. They can get disease like the rest of us. So all doctors at time will treat someone blind for health issues. Eye doctors see blind patients commonly. Is the intent of your question, name a doctor who has reversed blindness in some patient? That has also occurred with some causes of temporary blindness.
