Well: It is possible and has been known to ovulate prior to the first period but is unusual. The definition of menarche is the first period with or without ovulation. It would be next to impossible to ovulate without obvious outward signs of puberty.

Sequence matters: The sequence of changes in female puberty is well defined. The estrogens of early puberty cause nipple enlargement as a first evident feature (pelvis widening is earlier but silent) . Within 2-3 years thereafter the first menstrual flow should occur. Menarche is estrogen, not ovulation, dependent.Girls may not ovulate on a regular basis the first year but they may ovulate before their first cycle.
