Different issue: Administration to kids is a relatively later process. It was and is part of the treatment of hbp. It was found to have a calming effect on some kids treated for hbp who also had hyperactivity and other problems. As sometimes occurs with medicine, a side effect became another reason for use. .It is now given to kids with normal BP for several reasons.

Yes: Clonidine is a rather potent blood pressure lowering agent so we typically start lower. The dose can always be increased later if necessary. Also note that Clonidine causes significant rebound hypertension so it shouldn't be abruptly discontinued.
