Brown speck: Hard to say without clinical examination and more information. As with any kind of lesion no matter where it appears on the body the only sure way to diagnose is to biopsy. I would see your dentist asap and have the area evaluated. Then the proper course of treatment, if any is necessary at all, can be determined.

Dental exam: If you can't remove it with normal brushing and flossing you should see a dentist to find out what it is.
