Probably fine: What you are probably looking at is the gum swelling as the teeth are popping through. However without a visual hard to know for sure, good idea to see pediatrician and if they are worried they will send you to the pediatric dentist

She's teething: Your post did not say how old your little girl is. I'm going to guess that these are her primary teeth. A bit of swelling is perfectly normal when teeth erupt. All the best...
