What doctor should i see about spinal growth(non-scoliosis)? i should be ~5'10 but 5'6 instead because of my extremely short torso and long legs.

Primary care: I would start this discussion with your primary doctor, who can discuss your concerns and run some routine labs in order to determine whether you may need to see an endocrinologist for further evaluation.

Your doc: Your regular doc can do a bone maturity study (x-ray) this study is the accepted standard for deciding if you have any growth potential left or are finished. By age 23, it is likely all your growth centers have turned to solid bone which means you are done.
