Help! need to know if there's any evidence that delayed onset noise induced hearing loss and tinnitus can manifest itself years after severe noise exposure?

Yes: Noise induced hearing loss is cumulative. It may not be noticeable until you get beyond a certain threshold. Or, you could be getting an overlap between noise induced hearing loss and age associated hearing loss (presbycusis). See an ENT doc to sort things out.
