It's not necessary: Circumcision is not usually necessary. It is frequently done for religious or customary purposes and is associated with improved penis hygiene and virtually prevents penile cancer but it is not something that must be done.

It depends: Yes if subject has a tight or scarred foreskin which can not be retracted which does not respond to prescription strength steroid cream applications or to meet religious requirements. However routine newborn circumcisions, or circs. For easily retractable foreskins are not necessary. However, approximately 10% of uncircumcised males will develop foreskin problems at some time during their lives.
