Most men want it done under general anesthesia, however can be done under local anesthesia if subject is scared of anesthesia or has to pay out of pocket due to lack of insurance or high co-pays.

Personal choice: In the US circumcision is commonplace, 80-90 %, France 30%, Australia 30%, great Britain 10% (not covered by national health insurance). There is data suggesting increased life risks of UTI & STD if not & I remember it being the most requested elective surgery among young enlisted men during my Navy years. If it is done at all it is easiest and heals quickest in newborns.

Because you ask: Circumcisions are a personal choice common to various religious or cultural practices. They are common to some parts of the world and not other. They are simple and heal rapidly in newborns but become problamatic as you get older. There are some supportive data on uti's & std's. In the end it is a matter of personal choice.

Depends: Depends where you are. In some locales, the pediatricians do them, while in others the ob's do them. Depends on who has kept their training up. I, for instance, haven't done one for 12 years, so it wouldn't be me, but the ob's are happy to do them. A few family practice docs will do them, especially the "old time ones", and ones in rural areas, .

Different: Jews and muslims are for it, because torah and koran support it. Christianity and other religions (major ones) don't support for religious purposes. I am not sure about some "minor" cults, though.
