No: By far the majority of non-infant or early pediatric circumcisions we do are for reasons of scarring, infection, pain, phimosis etc.

Yes for some, but: Circumcision lowers risk of already uncommon utis in first 6-months of life. Avoids or corrects phimosis (tight foreskin). Avoids penile cancer in men who otherwise wouldn't wash their penises. Reduces risk of aquiring stds and certainly reduces rate of hiv/aids. Religious requirement in islam, judaicism ; certain fundamentalist sects. Right of passage into manhood in some cultures.
