Generally : Baseline, often refers to a resting bp. Blood pressure guidelines are as follows: normal:systolic (top#) 160 / >100.

Baseline BP: This refers to s series of BP READINGS before one does something in an experiment to see what works best for your BP. So if you are going to see if exercise will affect your BP you will want to take 2 weeks of BP WITH a device that is acvurate on you after 5 min rest then take 3 and average last 2. Average all of these then start exercise and take BP daily for 2 weeks and see if BP lower/higher
