Hard to Answer: Without an exam. Most probably he has localized skin allergy. Better take him to his pediatrician to have a look and decide. By the time, put some moisturizing lotion on the skin; to reduce itching, give him over the counter Benadryl (diphenhydramine) (25 mg/5ml) 1 1/2 teaspoonful by mouth twice daily. Good luck.
