See a dermatologist: It could be a few things, perhaps the laundry detergent you are using is in your shirt collar and irritating your neck. Another possibility is shaving lotion. A dermatologist can help you. Peace and good health.

Could be: irritant or allergic dermatitis. Could be eczema, or viral rash. The look would be very helpful. Burning? Itching? Flaking? All these descriptions help. May need to be seen.
